These dropdown menus open on click, and the menu label isn’t also trying to be a link. This avoids the reliance on a hover state. The dropdown uses aria-haspopup and aria-expanded to indicate the state of the menu and explain what is happening on the page. When closed, the sub-menu is also hidden from tab navigation so the page focus doesn’t get lost.
